Skopje, 9 October 2025 – At a session held on 6 October 2025, The Administrative Court issued a ruling dismissing the lawsuit filed by the Levica political party, which sought to annul the Guidelines for Broadcasters for the 2025 Local Elections, adopted by the Agency for Audio and Audiovisual Media Services (AVMU).
In its reasoning, the Administrative Court stated, among other things, that the Agency, “acting within its competences as a public body, adopted the Guidelines regulating the procedures for implementing specific provisions of the Electoral Code.” Namely, the Guidelines in question clarify the manner of implementing the provisions of the Electoral Code regarding the allocation of airtime for paid political advertising, the distribution of airtime in the news programmes on the Public Broadcasting Service, free political representation on the Parliamentary Channel, and ensuring accessibility of content related to the electoral process.
This decision, along with a prior ruling by the First-Instance Civil Court – which rejected Levica’s motion for imposing a temporary measure to ban the distribution of the Guidelines to commercial broadcasters, as well as the submission of reports on aired paid political advertising to the State Election Commission (SEC) – further confirms that the Agency is acting in accordance with legal regulations and is professionally implementing the prescribed legal procedures.
