Skopje, 1 December 2025 – The Higher Administrative Court has upheld a previous ruling of the Administrative Court, dismissing as unfounded the complaint filed by the Levica political party against the Agency for Audio and Audiovisual Media Services (AVMU). The decision was reached at the Court’s session on 6 November 2025, upholding a previous ruling of the Administrative Court, which rejected Levica’s motion to annul the Agency’s Guidelines for Broadcasters for the 2025 Local Elections.
The Agency had adopted these Guidelines to clarify how provisions of the Electoral Code would be applied in relation to the allocation of airtime for paid political advertising, the distribution of news airtime on the Public Broadcasting Service, free political presentation on the Parliamentary Channel, and ensuring accessibility of election-related content.
In its ruling, the Higher Administrative Court confirmed that the Administrative Court had acted correctly and lawfully, and that its decision did not infringe on Levica’s rights.
Together with earlier decisions by the Administrative Court and the Basic Civil Court, this ruling once again affirms that the Agency operates in line with legal requirements and maintains a professional standard of work.
