Agency Holds 4th Public Meeting 2015

 

Skopje, 22.12.2015 – The Agency for Audio and Audiovisual Media Services held its Fourth Public Meeting for the year 2015. The Director of the Agency, Mr. Zoran Trajcevski, Ph.D., held the introductory address and presented the activities that the Agency had carried out in the past quarter, according to the Annual Work Programme: the supervisions conducted; the allocation of new licenses for television broadcasting via a public electronic communication network that does not use a limited resource; the analysis of the employee structure in the audio and audiovisual media sector in 2014; the conducted research into the radio stations’ reach and the share that the television stations broadcasting programme at the state level via satellite and via a public electronic communication network and the television stations broadcasting programme at the regional and local levels, respectively, have in the total viewership (the data refer to the third quarter of 2015); the prepared Study on Establishing the Justifiability of Publishing a Public Call for Granting a Television Broadcasting License at the State Level, and the activities in the field of European and international cooperation, such as the commencement of the implementation of the IPA 2011 project for supplying media content monitoring equipment.

The importance and the representation of genders in the media, as well as the results of the related analysis of the news and advertisements in 2015 – the preparation of which was a result of the obligation laid down in the Law on Equal Opportunities for Men and Women, and according to which the Agency is obligated, once a year, to submit reports on the manner of portraying and representing women and men in the programmes and prepare an analysis of the gender issues present in the programme concepts and contents of the means for public information – were elaborated by Ms Marina Trajkova, who had taken part in the preparation of this analysis.

With the aim of raising media workers’ diversity awareness in their reporting, Ms. Irena Cvetkovic, M.A., of the “Sexual and Health Rights of the Marginalized Communities” Coalition, presented the results of the research conducted within the frameworks of the project titled “Representation of Gender Minority Groups in the Media: Serbia, Montenegro and Macedonia,” as well as the findings concerning the current state of affairs in the Republic of Macedonia in this regard.

The attendees had the opportunity to get acquainted with the Draft Methodology for Monitoring Election Media Coverage by the Radio and Television Programme Services during Election Processes, which was presented by Ms Emilija Janevska, M.A., Head of the Agency’s Programme Affairs Department. In her presentation, the goals, scope and periods of monitoring election media coverage were explained in detail, followed by a discussion related to the dilemmas the broadcasters had with regard to the Draft Methodology.

Third Public Meeting 2015

3.javen sostanok1Skopje, 18.09.2015 – The Agency for Audio and Audiovisual Media Services held its third public meeting in 2015, in accordance with the Law on Audio and Audiovisual Media Services. The Director of the Agency, Mr. Zoran Trajchevski, Ph.D., spoke about the implementation of the AAAVMS’ Annual Work Plan, explaining in detail the realized activities: the supervisions conducted over the broadcasters, operators of public electronic communications networks and print media, and the pronounced measures; the assignment of new television broadcasting licenses at the regional level; the prepared Analysis of the market of audio and audiovisual media services in 2014; the Research conducted into the radio stations’ reach and the viewership share of television stations broadcasting programme at the state level via satellite or public electronic communications networks and television stations broadcasting programme at the regional and local levels in the second quarter (Q2); the activities carried out for implementing the 2013-2017 Strategy for the Development of Broadcasting Activity, as well as the activities in the field of European and international cooperation.

Ms. Emilija Janevska, Head of the Programme Affairs Sector in the AAAVMS, spoke about the importance of media literacy, the context for its development, the goals set by the Agency’s Media Literacy Programme for raising the awareness, facilitating the participation and coordinating the activities related to media literacy. In the continuation, a TV spot was launched about Internet safety, titled “Where is Goran?”. This is an adaptation of the spot “Wo ist Klaus?” (“Where is Klaus?”) by the German organization klicksafe.de, the translation of which was done by employees of the Agency. The synchronization and the subtitling was prepared by TV Sitel, which, as its representative Ms. Aneta Veterova-Shoshkic said, was motivated to get involved in this entire process owing to their awareness of the need to protect children when surfing the Internet.

3-sostanokThe spot drew attention again to the “Surf Safely” Project of the Ministry of Information Society and Administration, within the frameworks of which software had been prepared for parental control over the Internet contents accessed by children. As the representative of the Agency for Electronic Communication, Mr. Sinisha Apostolovski, pointed out, the focus of this project was on understanding the risks and dangers lurking on the Internet, which threaten children and youth, as well as on the recommendations for their timely recognition.

A presentation on the obligation to broadcast originally created programme and the manner of conducting supervision was held by Mr. Rubin Taleski, Senior Associate in the Cultural Identity Division, followed by a discussion about the most frequent problems that broadcasters encounter in fulfilling this obligation of the law.

At the end of the meeting, the Director Trajchevski underlined that the Agency was open for cooperation and called on all broadcasters, print media and operators of public communication networks, as well as all other concerned parties, to submit their opinions or proposals on topics of interest for the entire public, which would be presented at some of the future public meetings.

Second Pubic Meeting

The Agency presents activities completed in the past quarter at its Second Public Meeting
 

v 2Skopje, 16. 06.2015 – The Agency for Audio and Audiovisual Media Services held its Second Public Meeting in 2015, in line with the Law on Audio and Audiovisual Media Services. Agency Director Mr. Zoran Trajcevski, Ph.D., spoke about the activities conducted in accordance with the Agency’s Annual Work Programme, stressing the following:

“We have been continuously increasing our tendency towards transparency and accountability in our work. The presentation of this rather voluminous summary of realized quarterly activities is to this aim as well.”

The supervisions conducted were presented in detail, as were the imposed warning measures concerning the broadcasters, operators of public electronic communication networks and the print media. Emphasis was also given to the acts that had resulted from the process of harmonization of the domestic legislation with the European laws; the issuance of new licenses for television broadcasting, of which two are at the national, and three are at the regional, levels; the termination of transmission and retransmission of radio and television programme services by three operators of public electronic communication networks, as well as the activities for implementing the Strategy for the Development of Broadcasting Activity in RM, 2013-2017.

2 javen sostanokThe implementation of the IPA TAIB 2009 Project, funded by the European Union and dedicated to “Enhancing the Administrative Capacities of Telecom and Media Authorities for Efficient Regulation of New Digital and Multiple Play Services”,was presented by Mr. Ognen Nedelkovski, Head of the Cultural Identity Division and senior officer of this project, who elaborated on the activities realized as part of this project.

At the end of the meeting, Director Trajchevski pointed out that the Agency was open for cooperation and called on all broadcasters, print media and operators of public electronic communication networks, as well the remaining concerned parties, to give their opinions or proposals on certain topics of interest to the entire public, which would be presented at the subsequent public meetings.
